Beyond the metros

Influencer marketing in tier 2 and tier 3 cities: what changes, what it costs and how to test it

A 2026 vendor survey reports higher engagement and lower campaign costs outside the metros. Treat that as a reason to test, not a promise: language, logistics and where the audience lives change the result.

In short

  • One 2026 vendor survey reports engagement of 3% to 4% in metros, 3.5% to 4.5% in tier 2 and 4.5% to 5.5% in tier 3 and 4, with costs falling.
  • Smaller accounts engage more everywhere, so part of that gap is who the creators are. Judge cities on cost per 1,000 views and cost per result.
  • Check the audience city split, not the creator's address, and have a local-language reader review every script and caption.
  • A three-city test with 6 nano and 2 micro creators per city costs about ₹2.1 lakh in creator fees at planning prices. Add two metro creators as a control.

Influencer marketing in tier 2 and tier 3 cities works when you treat each city as its own audience, with its own language, creators, festivals and delivery reach. A 2026 vendor survey reports higher engagement and lower campaign costs outside the metros, but it does not prove that a campaign will cost less per sale. This post goes one level deeper than the regional section of our complete guide to influencer marketing in India: what the tier numbers say and do not say, what changes on the ground, and a three-city test to run before you commit budget.

The language side has its own page, regional language influencer marketing. Here the question is the city. The audience is not small: IAMAI and Kantar's Internet in India 2025 study, reported by the Free Press Journal, counted about 958 million active internet users, roughly 57% of them rural, and about 588 million people watching short-form video.

What the tier numbers say

A creator platform's 2026 report, covered by Campaign India, gives these figures by city tier.

City tierEngagement rateReported cost per campaign
Metro3% to 4%₹3.8 lakh to ₹4.5 lakh
Tier 23.5% to 4.5%₹1.3 lakh to ₹1.6 lakh
Tier 3 and 44.5% to 5.5%₹35,000 to ₹90,000

The same report puts active creators in India at 4 to 4.4 million, with 61.1% of those surveyed in the nano band, and says 15.2% are registered as a business entity or GST individual. Four cautions before you plan a budget around it.

  1. It is one vendor's estimate, and the vendor's own pages are inconsistent on sample details.
  2. "Campaign" is not defined. These are not per-post prices.
  3. The tiers are not defined either. The survey does not list which cities it counts as tier 2 or tier 3.
  4. Composition matters. Nano accounts engage more than larger ones everywhere, and smaller-city creators skew nano. Part of the gap is who the creators are, not where they live.

What the numbers justify is a test, not a shift of the whole budget. We found no published conversion rate by city tier, and no per-city rate card.

Language deserves a note on compliance. ASCI requires the disclosure label to be in English or in the language of the ad, and easy for an average consumer to understand (ASCI guidelines). A Tamil Reel can carry a Tamil label, but confirm the wording matches a permitted label such as Advertisement, Sponsored, Collaboration or Partnership.

Pick cities by cluster, not one at a time

Cities that share a language and a calendar can share a brief. Dates and languages below come from our city pages, which carry more detail.

Who to cast

Three types do most of the work outside the metros. Neighbourhood nano creators post from one area, suit stores and food, and often take barter. City lifestyle micro creators reach the whole city and suit launches. Regional storytellers are language-first and suit products that need explaining. Use the resident check in our guide to finding local influencers in your city: a month of posts from the area, comments in the local language and an audience screenshot that matches. Our micro and nano influencer marketing service covers how we cast across them, scoring each creator on the Gully Score described in how we work.

Compare on cost per view, not engagement rate

A higher engagement rate does not mean cheaper reach. Two hypothetical creators show why.

Creator X, nano, tier 3 townCreator Y, micro, tier 2 city
Followers6,00050,000
Engagement rate6%3%
Fee for one Reel₹4,000₹20,000
Average Reel views3,00015,000
Cost per 1,000 views₹1,333₹1,333

X wins on engagement rate and ties on cost per view, but delivers a fifth of the reach. If you need 30,000 views in one city, you need ten X creators or two Y creators, and ten briefs take more of your week than two. The right comparison has three numbers: cost per 1,000 views, total reach needed and cost per result. Our engagement rate calculator checks the first screen.

Make the first purchase easy

A creator in a city where nobody has heard of your brand has to answer one question quickly: where do I buy this? Before you brief anyone, confirm the product is on a shelf, a marketplace or a delivery route that works in that city, and that the offer and checkout work on a mid-range phone in the local language. Offer the payment and delivery options your own order data shows buyers in that city use. If the answer to "where do I buy" is "not here", the campaign will produce views and no sales.

What to budget

Creator fees follow the same tier bands as everywhere, listed in the influencer rates guide, and negotiated on average views. The one published signal on regional pricing is that regional-language YouTube channels cost 40% to 60% less than Hindi or English channels (agency pricing guide), which is one low-confidence source and says nothing about Instagram. Budget separately for translation or subtitling, courier to smaller towns, local-language review and travel for launches. Our post on regional versus national campaigns shows how to split the money across both, and influencer marketing mistakes lists the budget errors to avoid.

How we run it

Our team is in New Delhi and works across India, with reach into 200+ cities. For a city test we send a creator plan within 48 hours of the brief call: a shortlist per city, each creator scored on the 100-point Gully Score (audience authenticity carries 30 of the points, which is where the city check lives), the languages and a cost estimate. A reader of each language reviews scripts and captions before you approve them, and you see every creator and draft before anything goes live. We do not claim local offices; local knowledge comes from local creators and local-language review, and a strategist travels for launches.

When to hold off

Skip a city if your product cannot reach it, if the price point needs a showroom you do not have, or if a premium niche has too few creators to compare. For store-led brands, the next step is footfall measurement, covered in influencer marketing for retail footfall. To see a creator plan with city clusters and costs for your product, send us a brief.

Frequently asked questions

What counts as a tier 2 or tier 3 city in influencer marketing?

There is no single official list for marketing, and the 2026 survey behind the published numbers does not name its cities. In common use, tier 2 means large regional cities such as Jaipur, Lucknow, Indore, Surat, Chandigarh and Nagpur, and tier 3 means smaller towns. Pick your own definition from where you actually have stock, stores or delivery.

Is influencer marketing cheaper in tier 2 and tier 3 cities?

Reported campaign costs are lower: ₹1.3 lakh to ₹1.6 lakh in tier 2 and ₹35,000 to ₹90,000 in tier 3 and 4, against ₹3.8 lakh to ₹4.5 lakh in metros, though the survey does not define a campaign. No published per-city rate card exists, so compare cost per 1,000 views. See our influencer rates guide.

Which language should a tier 2 or tier 3 campaign use?

Use the language your buyer speaks at home, which is often a regional language or a local flavour of Hindi, not English. More than 62% of surveyed creators report more regional-language briefs. Brief in that language and test a Hinglish version against it. Our regional language influencer marketing page explains how we cast.

Do creators in smaller cities have higher engagement?

The survey says engagement rises as city size falls, but most small-city creators are nano accounts, and engagement rates are higher on small accounts anywhere. So the gap is partly composition. Use engagement as a screen and judge on views per follower and cost per result. See Instagram engagement benchmarks in India.

How do I check that a creator's audience actually lives in the city?

Ask for the audience insights screenshot showing top cities, age and gender, and compare the city share with your target. A creator who lives in Surat may have most followers elsewhere, and one in Delhi may have a strong Surat following. Our guide to reading audience insights shows what to look for.

How much should a first tier 2 or tier 3 test cost?

A three-city test with 6 nano and 2 micro creators per city is about ₹2.1 lakh in creator fees at planning prices, and about ₹2.5 lakh with two metro creators as a control. Add product, language review and GST. Our post on running an influencer pilot explains how to set pass marks.

Do I need an agency based in the city?

Not necessarily. What you need is local creators, a language reader and someone who can travel for launches. Our team is in New Delhi and works across India, with reach into 200+ cities, using local creators and local-language review rather than local offices. See how we work.
