In short
- Since 24 August 2026 YouTube counts a view when a video starts to play, so price and judge Shorts on engaged views and average view duration.
- On our ranges a Short costs about the same as a Reel at nano level and 30 to 40 percent of one at macro and mega level.
- Shorts can run to three minutes, but a Short over one minute with an active copyright claim is blocked globally. Brief creators to use cleared audio.
- For a Short of two minutes or more, ASCI expects the label on screen for the whole branded section. YouTube's paid promotion setting adds its own label.
A YouTube Short is vertical or square video of up to three minutes, shown in the Shorts feed. For brands, sponsored Shorts are a cheap, repeatable way to reach new viewers and to test hooks before spending on a long video. One recent change affects how you buy them: since 24 August 2026, YouTube counts a view the moment a video starts to play. A Short's headline view count now includes people who scrolled past after a flicker of playback, so the numbers to price and judge on are engaged views and average view duration.
This post sits one level below our YouTube influencer marketing page, which explains Shorts alongside dedicated reviews and integrations. For the wider plan see our guide to influencer marketing in India. Here: what YouTube confirms, what Shorts cost against Reels, how to buy on the new view definition, how to brief, disclose and track a Short, and how to use creator partnership tools. Menu names in YouTube Studio change, so confirm each setting on screen.
What YouTube confirms
- Length and shape. YouTube Help says Shorts can be up to three minutes if the video is square or vertical. Videos uploaded on or after 15 October 2024 that meet this are categorised as Shorts.
- Copyright. A Short over one minute with an active copyright claim of any type is blocked globally, is not playable or recommended and is not eligible for monetisation. Shorts under one minute are unchanged.
- View counting. Beginning 24 August 2026, views are counted the moment a video starts to play across Shorts, long-form videos and live streams, per YouTube Help. YouTube says Partner Program earnings stay based on engaged views and eligibility on qualified views. YouTube's blog defines an engaged view as clicking to watch or watching past the initial seconds.
- Partner Program route. One way into the YouTube Partner Program is 1,000 subscribers plus 10 million valid public Shorts views in 90 days; the other is 1,000 subscribers plus 4,000 public watch hours in 12 months.
- Disclosure. Selecting the paid promotion setting adds a disclosure label that appears at the beginning of the video.
Context for India: about 588 million Indians, 61 percent of internet users, watched short-form video in 2025, according to IAMAI and Kantar, across all platforms. That tells you the habit is mainstream, not that Shorts specifically will sell your product.
What Shorts cost against Reels
Indicative asking prices per creator, from the published Indian rate cards behind our ranges. They are not audited deal data, and GST at 18 percent, usage rights and agency fees are extra.
| Tier | YouTube Short | Instagram Reel | Short as a share of Reel (our arithmetic) |
|---|---|---|---|
| Nano (1K to 10K) | ₹2,000 to ₹8,000 | ₹2,000 to ₹10,000 | about 80% to 100% |
| Micro (10K to 100K) | ₹8,000 to ₹40,000 | ₹8,000 to ₹80,000 | about 50% to 100% |
| Mid-tier (100K to 500K) | ₹40,000 to ₹1.5 lakh | ₹50,000 to ₹3.5 lakh | about 43% to 80% |
| Macro (500K to 1M) | ₹60,000 to ₹3 lakh | ₹2 lakh to ₹8 lakh | about 30% to 38% |
| Mega (1M+) | ₹2 lakh to ₹8 lakh | ₹5 lakh to ₹25 lakh | about 32% to 40% |
Two published rate guides say Shorts are priced close to Reels, and others put them lower, so expect creators to anchor at the Reel price. Negotiate on expected engaged views per Short, not on the format name. Regional-language channels have been quoted 40 to 60 percent below Hindi or English channels in one guide, which is worth testing; see regional influencer marketing. Use the influencer rates guide for caveats and the cost calculator for your own mix.
Buying on the new view definition
The August 2026 change means a Short's "views" figure now counts every start. A number from a creator's screenshot taken before that date and one taken after are not directly comparable, and neither tells you how many people stayed.
Ask for these, taken from the creator's own YouTube Studio analytics (labels change, so ask for a screenshot of what the screen shows):
| Ask for | Why | How to use it |
|---|---|---|
| Engaged views | Counts people who stayed past the opening seconds, which is the definition YouTube says earnings still use | Base your price and cost per 1,000 on this |
| Average view duration | Shows whether the hook and the message held | Compare against the length of the Short |
| Views at day 1, 7 and 28 for the last ten Shorts | Shows the creator's typical curve | Price on the median, not the best one |
| Subscribers gained per Short | A sign the audience values the creator | A secondary check |
| Long-form views on the same channel | Shows whether Shorts viewers also watch deeper | Helps decide if a long video should follow |
A simple buying rule: cost per 1,000 engaged views equals the fee divided by median engaged views in thousands. We found no published India benchmark for sponsored Shorts, so we do not quote one. Set your own comparison from the first batch and rank creators against each other.
Finding creators who suit Shorts
Check three things beyond follower count: whether the channel's Shorts audience is the same as its long-form audience, how steady its Shorts views are, and whether its Partner Program status is in place. Our vetting guide covers fake-audience checks, and the Gully Score puts audience authenticity at 30 of 100 points.
YouTube also has tools that surface creators. YouTube Creator Partnerships, which YouTube's blog says was formerly called BrandConnect, lets eligible Partner Program creators in listed countries, India among them, set desired rates for long-form videos and Shorts in YouTube Studio. YouTube Help also describes Open Call, an invite-only feature where eligible creators browse brand briefs and submit vertical Shorts. Creators in India, the UK and the US can take part if they are in the Partner Program, have 500 to 500,000 subscribers and have posted a Short in the last 30 days. Videos must be vertical Shorts that avoid competitor mentions, use only authorised sounds such as royalty-free tracks and avoid featuring under-18s except with family. We could not confirm from YouTube's pages whether Indian brands can post Open Call briefs; see our post on YouTube brand partnership tools in India.
Briefing a sponsored Short
- One claim, one demonstration. A Short has no room for a feature list.
- The hook in the first second, shown on screen as well as said, since many viewers watch with sound off.
- Length is the creator's choice up to three minutes; we brief 20 to 45 seconds for a single message, which is our practice, not a YouTube rule.
- Cleared audio only. Because a Short over one minute with an active copyright claim is blocked globally, specify original voice-over or tracks the creator is licensed to use in a sponsored video.
- A spoken code and the same code in a pinned comment, plus the link in the places the creator's current app allows. Ask for a test upload so you can see where the link appears, since options change.
- The label on screen from the first frame, plus YouTube's paid promotion setting.
Disclosure by length
ASCI's timing depends on the Short's length.
| Short length | ASCI on-screen label | YouTube |
|---|---|---|
| 15 seconds or less | On screen for at least 3 seconds | Paid promotion setting on |
| 30 seconds | One third of the video, so about 10 seconds | Paid promotion setting on |
| 60 seconds | One third of the video, so about 20 seconds | Paid promotion setting on |
| 2 minutes or more | The whole section that mentions the brand | Paid promotion setting on |
We label from frame one and hold it through the whole brand mention, which covers the longest requirement in each row. See the ASCI influencer guidelines for the full rules. This is general information, not legal advice.
Rights, cut-downs and boosting
A Short can be the cut-down of a long video you have already paid for. If so, the contract should say the creator may cut Shorts from the long video, how many, and who owns the files. For paid use, YouTube says a brand can request brand partner access to a creator's long-form videos and Shorts from a brand deal. That lets the brand and agencies acting for it see organic and paid performance, and boost the video through creator partnerships boost, which YouTube's blog says was formerly partnership ads. Creators are advised to agree usage rights separately. Put the access request and a response time in the contract.
For the long-video side of the plan, see integration vs dedicated video.
Mistakes that waste the fee
- Paying on headline views after August 2026. Use engaged views.
- Trending commercial audio on a Short over one minute. It can be blocked worldwide.
- A feature list in 20 seconds. Nobody retains it.
- No ad rights. The best Short becomes a negotiation after it works.
- Treating Shorts as a replacement for a review. A product that needs explanation still needs a long video.
If you want a Shorts plan with cost per 1,000 engaged views for each shortlisted creator, send us a brief and you will have it within 48 hours.

Frequently asked questions
Are YouTube Shorts worth paying creators for?
For cheap, repeatable reach and for testing hooks, yes. They rarely replace a long review for a product that needs explaining. Most plans pair a few long videos with Shorts cut from them. Judge Shorts on engaged views and cost per 1,000 engaged views. Our YouTube influencer marketing page shows where Shorts fit in a plan.
How much does a YouTube Short cost in India?
On our ranges: ₹2,000 to ₹8,000 from nano creators, ₹8,000 to ₹40,000 micro, ₹40,000 to ₹1.5 lakh mid-tier, ₹60,000 to ₹3 lakh macro and ₹2 lakh to ₹8 lakh mega. These are asking prices from published rate cards, with GST and usage rights extra. See the influencer rates guide.
What changed in how YouTube counts Shorts views?
YouTube Help says that from 24 August 2026 views are counted the moment a video starts to play, across Shorts, long-form videos and live streams. Partner Program earnings still use engaged views, and eligibility still uses qualified views. For brands, a higher headline count does not mean more people watched. Ask for engaged views and average view duration.
Do Shorts need a disclosure in India?
Yes, for sponsored or gifted content. The creator selects YouTube's paid promotion setting, which adds a label at the start of the video, and ASCI expects a clear on-screen label: at least three seconds for a video of 15 seconds or less, one third of a video up to two minutes. See the ASCI influencer guidelines. This is general information, not legal advice.
Can I run a creator's Short as an ad?
Possibly, if you agree it. YouTube says brands can request brand partner access to long-form videos and Shorts posted as part of a brand deal, which lets the brand and its agencies see organic and paid performance and boost the video using creator partnerships boost. Agree rights and a window first. See how brand partnership tools on YouTube work in India.
Are Shorts cheaper than Instagram Reels?
Our ranges put Shorts at or below Reels at every tier, and two published rate guides say they are priced close to Reels. Price on expected engaged views, not on the format name. See YouTube vs Instagram for how the platforms compare.
