In short

  • The 2011 Census groups Awadhi, Bhojpuri, Brajbhasha and Magahi under Hindi, and lists Maithili separately, so a Hindi script is a starting point, not a finished voice.
  • In 2027 Diwali falls on 29 October and Chhath on 4 November, only six days apart, and the wedding season reopens soon after, so festive budgets collide.
  • Uttar Pradesh's assembly elections are expected in early 2027 and Bihar has prohibition, so keep political cues and alcohol out of creator content.
  • A seven-week Diwali-to-Chhath test of a home-care brand costs about ₹4.5 lakh in creator fees, before management fee, GST and creator ads.

Influencer marketing in Uttar Pradesh and Bihar works when a brand treats Hindi as the start of the brief, not the end. The 2011 Census files Awadhi, Bhojpuri, Brajbhasha and Magahi under Hindi and lists Maithili on its own, and each of those languages has its own homeland, humour and creators. Plan by cluster, time the year to a compressed festive run in 2027, and keep political and alcohol cues out of the content. The overview is in our guide to influencer marketing in India, and the casting method is part of our regional influencer marketing service.

Our Lucknow and Noida pages cover those cities, including Awadhi food, chikankari, Film City and campus work. This post covers the two states around them. Related playbooks are Punjab and West Bengal.

Hindi is a family: what the Census says

The 2011 Census mother-tongue tables place Awadhi, Bhojpuri, Brajbhasha and Magadhi (Magahi) under the Hindi heading, while Maithili has its own top-level entry (Census of India). Maithili has been a Scheduled Language since 2003, but demands to include Bhojpuri, Magahi and others in the Eighth Schedule are still pending; Outlook reports that the 2011 Census counted about 5 crore Bhojpuri speakers (Outlook).

The census grouping is a counting convention, not a casting rule, and brands should not read it as one. But it explains a common failure: a Hindi script that sounds right in Delhi can sound foreign in Gorakhpur or Darbhanga. Three practical consequences follow.

  • Cast the flavour, not just the language. A Hindi-speaking creator from Purvanchal sounds different from one in western Uttar Pradesh.
  • Add a language cohort only where your buyers speak it. A Bhojpuri cohort suits eastern Uttar Pradesh and western Bihar; Maithili suits Mithila.
  • Keep respect for each language. Several of them are seeking recognition. Do not call one a "dialect" in a brief.

Six clusters, not two states

The grouping below is our working casting map, not an official division. Speech varies inside each cluster, so read each creator's audience.

A vendor survey reported by Campaign India puts engagement at 4.5% to 5.5% in tier 3 and 4 cities at ₹35,000 to ₹90,000 per campaign, against 3.5% to 4.5% and ₹1.3 to ₹1.6 lakh in tier 2 and 3% to 4% and ₹3.8 to ₹4.5 lakh in metros. These are vendor estimates, not audited, and engagement is not sales, but they are a reason to test smaller towns. Our guide to tier 2 and tier 3 cities shows how.

The calendar, and the 2027 pile-up

Dates move with the lunar calendar, so confirm with local creators. Drik Panchang supplies the 2027 dates.

The Chhath compression is the 2027 planning fact. In 2026 Diwali falls on 8 November and Chhath on 15 November; in 2027 Diwali is on 29 October and Chhath on 4 November, so gifting, home, Chhath and wedding budgets all compete for the same creators. Brief ten to twelve weeks ahead, and see Diwali ideas. The Sonepur Mela opens around Kartik Purnima and is announced locally. Dev Deepawali falls on 24 November 2026 in the UP Tourism listing.

Two cautions: elections and prohibition

Elections. Uttar Pradesh's assembly term runs into 2027, and reports expect polling in the first quarter of the year, though the Election Commission has not announced a schedule (The Week; Free Press Journal). Brands are not parties, but a creator post can look like political messaging. Our working rules: brief creators to avoid political cues, flags and slogans, keep patriotic content generic, and ask your legal team about current Election Commission rules before launch. This is general information, not legal advice.

Prohibition. Bihar has had prohibition since 2016 under the Bihar Prohibition and Excise Act. Reports in 2026 describe stepped-up enforcement and a debate over whether to continue it (Business Today; Lokmat Times). Keep alcohol out of Bihar-facing creator content, and read our guide to surrogate advertising.

Creators, platforms and buyers

Platform use by state is not published in a form we would quote, so we test: YouTube for long food, music and family content, Instagram Reels for youth and fashion, Facebook and WhatsApp for older and semi-urban audiences, and regional short-video apps, whose user numbers conflict and which we therefore do not quote. See Facebook creators and regional short-video apps.

For buyers, pull orders by district and PIN code. What we test first for smaller towns: a demonstration in a home setting, a clear price and a creator the buyer already follows.

Read the audience city, not only the creator's home

A creator from Gorakhpur or Darbhanga may have followers in the state, and also in the cities where relatives work. A creator's bio gives the hometown; the insights give the audience. For a store or delivery offer that exists only in some districts, that difference decides the result. Ask for the top ten audience cities and the share of followers inside the state, and use them to place each creator in a cluster.

Then decide what you want the creator to do. If your product is sold in the home town, a creator whose audience has moved away will not sell it. If your product is sold online across India, a creator with an out-of-state audience may be fine, and cheaper than a metro creator. Our guide to how to read influencer audience insights shows which screens to ask for.

A first three months, in phases

The sequence below is our planning view, not a published norm. It keeps the first spend small.

PhaseWeeksWorkGate
1. Data and casting1 to 3Orders by district; six creators per cluster; native reviewer in placeContracts signed, claims list approved
2. One-cluster test4 to 7Go live in one cluster; creator ads by districtMedian cost per result against your target
3. Second cluster8 to 10Repeat with a second cluster or a language layerThe same result without the first cluster's best creator
4. Festive push11 to 13Add the Diwali and Chhath budget where phases 2 and 3 workedStock and delivery ready before the posts

Read each cluster by the median creator, not the best one, and keep the offer and code scheme identical across clusters so the only difference is the audience. Our guide to how to run a micro-influencer campaign covers the cohort method, and regional vs national campaigns explains how to avoid reading one lucky post as a trend.

Writing for Hindi-belt viewers

Our regional campaign guide sets out the review steps. The language family creates a quiet trap: most reviewers read Hindi, and many can follow Awadhi, Bhojpuri or Maithili lines, but being able to read a line is not the same as judging it. For a Bhojpuri or Maithili cohort, use a reader from that language, and ask them to flag lines that sound like a translation from Hindi.

Name the cluster in the brief, such as Purvanchal or Mithila, so the creator knows whose speech to use. Put the offer, code and disclosure label on screen in the language of the video; ASCI allows English or the language of the ad, as long as the label is upfront, prominent and easy to understand (ASCI). Render the brand name in Devanagari, say it aloud before the shoot, and pay on a native reviewer's sign-off of the final video.

What an Uttar Pradesh and Bihar campaign costs

The asking prices in our rates guide apply to both states.

DeliverableTypical range per creator
Nano Reel₹2,000 to ₹10,000
Micro Reel₹8,000 to ₹80,000
Micro Story set₹5,000 to ₹20,000
Micro YouTube integration (60 to 90 s)₹15,000 to ₹60,000

Smaller towns lean on nano creators, who are often paid in product or small fees, and that brings a tax point. Under section 194R, as summarised by a tax portal, a brand that gives a creator a product to keep may owe 10 percent TDS once the benefits in a year pass ₹20,000, with exemptions for some small individual creators; the provision moved into the Income-tax Act 2025, so check the current position. Keep a log of what each creator receives, and read our guide to TDS and GST on influencer payments. This is general information, not legal or tax advice.

Rights for creator ads add about 35 percent in our planning, and published benchmarks suggest management fees of 15 to 25 percent of creator spend. The cost calculator builds the sum.

Where Uttar Pradesh and Bihar plans go wrong

One Hindi script for every town is the first mistake, since casting the flavour matters. Treating Chhath as a sale is the second: it is a fasting and river-bank ritual. Missing the 2027 compression, with Diwali and Chhath six days apart, leaves two budgets fighting over one set of creators. Political cues in a creator post, and an alcohol shot in a Bihar-facing video, both create a risk that a brief can remove.

Frequently asked questions

Do brands need Bhojpuri or Maithili creators for Uttar Pradesh and Bihar?

Where your buyers speak them, yes. Bhojpuri is spoken in eastern Uttar Pradesh and western Bihar, Maithili in Mithila and Magahi around Patna and Gaya. For most national categories, start with Hindi creators who speak the regional flavour and test a Bhojpuri or Maithili cohort. See our Lucknow and Noida pages for the cities.

When should brands plan Chhath campaigns?

Chhath falls on 15 November 2026 and 4 November 2027. In 2027 it comes six days after Diwali, so plan gifting and Chhath content as one run and brief creators ten to twelve weeks ahead. Content must be respectful: Chhath is a fasting and river-bank ritual, not a sales stage.

Do the 2027 Uttar Pradesh elections affect brand influencer campaigns?

Reports expect polling in the first quarter of 2027, though the Election Commission has not announced a schedule. Brands are not parties, but a creator post that looks like political messaging can draw complaints. Keep brand content apolitical, brief creators to avoid political cues, and ask your legal team about current rules.

Can influencer content show alcohol in Bihar?

Treat it as a no. Bihar has had prohibition under its 2016 Act, and reports in 2026 describe stepped-up enforcement alongside a debate over its future. Keep alcohol out of creator content aimed at Bihar, and read our guide to surrogate advertising.

How much does influencer marketing cost in Uttar Pradesh and Bihar?

Creator fees follow national asking prices: about ₹2,000 to ₹10,000 for a nano Reel, ₹8,000 to ₹80,000 for a micro Reel and ₹15,000 to ₹60,000 for a micro YouTube integration. Smaller towns cost less than metros. See our influencer rates guide.

Which platforms work for reaching smaller towns in Uttar Pradesh and Bihar?

Test YouTube, Instagram Reels and Facebook, and consider regional short-video apps, though their user numbers are disputed. We found no reliable state-level platform split, so read audience location in each creator's insights. See our guides to Facebook creators and regional short-video apps.
